Department of State, 2014, 2016); WHEREAS there is a need for the United States to continue to strengthen a domestic and transnational agenda to combat human trafficking (U. Department of State, 2015); and WHEREAS victims of human trafficking in the United States have been identified in multiple legal and illicit industries (APA, 2009; U.
